Web-based e-mail is e-mail that you can access from any computer that has both a connection to the Internet and a Web browser. In the beginning, there was only Yahoo! Mail. Then came Microsoft's Hotmail. And only a few short years ago, Google stormed into the market with their service, Gmail. Relative to their other endeavors, Yahoo! and Microsoft did a pretty good job with their Web-based e-mail services. Google had some excellent patterns to follow.
Always in good form, Google started with the good examples set by its competitors, and then they proceeded to build a product that is many times better than the other guys'. How is Gmail better? For starters, its way easier to use, and faster to boot. They've totally figured out how to defeat the spammers. (I receive between one and five spam messages a week; but my spam box gets many thousands a month.)
Unless your IT guy has locked you into a Microsoft Outlook solution, there's absolutely no reason why you can't use your Gmail account for all of your professional correspondence: the free Gmail account offers many gigabytes worth of storage. And in addition to the Gmail service itself, your Gmail account username and password will get you into the many other great services that Google has to offer: documents (word processing, spreadsheets, and presentations), photos (with Picasa), and an RSS news reader.
