His idea that some races are on on an intellectual leash is interesting, in that case the whole human race is on a leash. IQ of a country does change when it has access to education and modernity. It is only fair to make judgements when you are comparing the IQ of people who've had the same access to education, etc. This it notably true when it comes to the Middle East, because many of the ethnicities from the Middle East are very intelligent so it doesn't make sense for them to be scoring such low IQs.
