If Iran is supporting both the Taliban and the Afghan government it means that they want neither to win, they want the U.S to at least have some kind of involvement there to tie down personnel, logistics and attention.
similar with Iraq, they wanted the U.S to leave, but they kept funding Shia militant groups to drain American money, logistics and will. So that when they make a move on Iraq, the U.S will be Less interested? Drained? can't really think of the right word but you get the idea.
