" ειθε γενοιμην " actually does mean "I wish I were". It is an optative 1.pers. sg. of the verb γιγνομαι

There's also a correlation between the title and Greek text with Panhellenic Games in ancient Greece, held in Olympia. It was said that women weren't allowed to participate or watch, except for the priestess of Demeter, because athletes were normally nude. Poetry was commissioned in honor of the victors.
Betjeman turned the tables and immortalized a woman. "[...]bald and old and green" has much significance.
It's the first time I've heard the Greek pronounced. It makes a difference.
