@R33Racer Actually it is. GT Concept 2001 shipped less than 500,000, GT Concept 2002 Tokyo Seoul shipped about 100,000 copies, and the one you mention Shipped the most at just over 1 million copies. The first 2 are very rare, while the third one is not. However seeing the How main series GT1-5 has sold 60 million copies still makes it rare

@obscuresword No it isn't, there's GT Concept Tokyo - Geneva in Europe. Admittedly it wasn't released in the US but it's far from rare.
