There is a big misconception that the khilafa was destroyed in 1924. The truth is that the Ottoman Empire was never a khilafa. They had a monarchy system which is forbidden in Islam instead of electing their rulers the Islamic way. All of their rulers were from turkey which is ultimate proof that it was just a Turkish empire. The Ottoman Empire began in 1299 so at which point did they become a khilafa. The Ottoman Empire flag was the red Turkish flag rather than the black/white shahada flag.

my personal opinion on the matter is when hussien 3layhi alsalam was martyred due to tha fact that the caliphite is the closet to the prophet(characteristics, morals, eman...), and at the time, it is an undoubted fact that the hussien was that person.
