i read lots comments about this character some say his too much strong and super cheap !!!!!! and hard to kill hmmmmmmmm .....why? but for me this rugal it very nice, handsome, nice effects and nice coding and his not boring....like other rugal :)

Well, I guess you could say he's balanced. In Mugen, balance really depends on the other characters in your roster.

One of the best fights so far. I think that this is actually a good Rugal, that is is you are a very experienced player, and if you are using a strong character to beat him with.

If this Rugal is hard to kill, then thats a reason for me to face him, ppl actully hate his Rugal for other reasons, its not caz his hard to kill or anything, but rether caz of his easy infnite, ppl actully hate that

People hated this Rugal cause he had choppy animation, silly combo coding, and the only reason the creator kept updating it to be even worse was for some retarded paranoid conspiracy theory. It's not a cheap Rugal, it's a crap Rugal.

And Evilslayer himself being a dumbass doesn't help :/

I personally lost respect for EvilSlayerX5 when he started pulling the race card and declaring Latinos intellectually inferior to all other nationalities of people. But it doesn't mean that his characters will not receive usage from me any longer. Because I still give them a whirl from time to time (and I seriously don't give a crap what any of the elitists in the community, whether or not some of them are friends of mine, think).

I'm going to be perfectly honest: Rugal_E is not as bad as many people make him out to be. But the thing about him is that you cannot look at him like any other average, typical, cliched Rugal available for download in Mugen. And you CERTAINLY cannot look at him as one who tries as hard as possible to be faithful and accurate to the source games. You've got to look at it as one who was intentionally designed to be a SUPER-boss Rugal... like a be-all-end-all Rugal at the maximum of his strength.
