on bout dirty hair etc..sorry but easiest thing to do is shave the hair off and make your personal hygiene a load better...not difficult to keep clean no matter what your circumstances...one bar soap lasts for a long time ..soon find a water source if sincerely wanting to clean self up..fact!!!

My home town is SLO. I live in up state NY now but I've seen this treatment of Vietnam vets in SLO for years. My brother was homeless for years but he also was alcoholic and died from it. Good luck in helping these men. SLO has no heart when it comes to it's homeless.
