I just said it because back in the early 90's, the living cost in the UK was high and there was high unemployment. I didn't know a whole lot of 20-somethings who could affd a large flat, unless it was in a really horrible council flat in a terrible area.

Prior to 1995, an Englishman who could afford an apartment that size in such a nice building was either a drug dealer or the son of a nobleman.

The joke? Well it's that she thought he'd been burgled and he's expecting the worst only to realise she just doesn't think that's how it normally is. He probably thinks it might ruin his chances with her if he tells her she's mistaken.
I always thought the actress was beautiful, she reminds me of the girl in the British remake of That 70's show
