The difference between flat white and latte, latte is used with ordinary semiskimmed usually and is 90% steamed milk, the top 1/3inch from top is the foam topping result from the creating of the milk. (milk steamed at 150f)
the flat white is in a dome shaped cup, milk is always thick(i.e. whole milk) and steamed only too 120f there is also a specific way of steaming the milk, plus the preperation before hand like preheating the cup means you get the nice creme, or brown effect ontop of the bev.
