spraying any kind of toner just basically gets the skin nice n prepped for the application of foundation or moisturizer. toners r used to cut down the natural oils of the skin and even balance the pH of the skin's surface so that moisturizers can properly be absorbed and foundations can go on smoothly

Does it matter if you put concealer on before or after foundation

nope. i find that concealer AFTER the foundation prevents having to REAPPLY it once the foundation is on. the act of putting on the foundation after applying concealer tends to thin down the concealer you just applied. just makes more work...
