what hp laptops include a tv tuner

Nobody can figure out why hp included TV Tuners with some laptops and not others, but I think they came with any laptop that had a expresscard 54 slot and that came out after Windows Media Cenetr edition of XP came out. hp seemed to include the tuner when they got a high price, and they left it out (made it an option) when their price was lower. Do these digital tuners only receive free TV or can you watch satellite Tv even if you do not have satellite tv on your regular tv?

this looks complicated.. whats the point of TV tuner? just for fun? i have one and dont really know how to use it.. like does it work exactly like a tv? i can watch USA network HBO and etc?
