When does it make financial sense for a state agency to spend $39M to make $1M in federal subsidies? When TAXPAYERS are paying the $39M AND the $1M. The million federal dollars are just an added bonus.

Every government program inevitably increases in size, with budgets that increase every year. The percentage from federal versus state funds is meaningless when both are funded with tax dollars.

It is fundamentally immoral to sell babies. There should NEVER be a financial incentive.

They're spending the larger amount because they have to account for it. The federal incentive money is less closely watched and thus easier to slip into ones own pocket.. That's where the alibi falls apart.

It is exactly the same over here in the Uk. The government had "adoption targets" which gave our social services money every time a child was adopted. It is disgusting. These are our children not a commodity. That social services man is a liar like the scum they all are in child collection oops I mean protection.

I am appalled at the above comments. The adoption scandal is well OUT globally . I am campaigning for children to be able to find a stem cell donor . They are not going to find a recipient donor with a non biological placement. They will never open the case file simply because of the corruption going on in closed court.

You don't have a grasp on how deep the roots of this are.
And, please, don't be telling me what to think, do or say. We all have enough people trying to do that as it is.

Adoption is being abused.
Parents, who are innocent, are having children snatched by secret courts.

They want white baby girls. No disabled children.

It's time for public scrunity of social workers and secret courts, as they're failing us.
