You don't make yourself very clear with your very rare lag description but whatever it is (and it is not lag) will be helpful in any game, rather than detrimental.
. You are probably confusing lag, with simple slowdown, said slowdown is intentional.

Like the guy in the video does, for instance. Ugly, but whatever works...
To be honest, I much prefer attacks that aren't designed around using bullet erasure/temporary invincibility features. Cave had reached the pinnacle of TLB design with Ketsui's Doom: it had the perfect balance of bullet speed, pattern density, and required multitasking, while still being harder than anything else in the game--but yet not obnoxiously hard. It only went downhill from there. :\
