He puts huge emphasis not just on the fighting itself... but all of the small intricate actions a skillful general can do prior to fighting in order to make it impossible for their enemy to win..

The truth was, Hannibal wanted a chance to fight Rome in fields he chose. He could have fought Skippio but he was not giving himself the best chance of success. Unlike the other battles where he was familiar with the terrain, and could use it to his advantage, this fight with Skippio would have been a toss-up. Even at 5-1 numbers.
It was wiser to deny Rome battle where Rome was prepared to meet them, and then draw Rome elsewhere to fight where he was waiting.

"If Hannibal's tactic was to fight, why did he go around the Roman army presented by Skippio towards the Alps?"
This show does a great job of presenting that Hannibal needed to collect auxiliary support by drawing other tribes to his banner. Another reason however is a very basic principle of Sun Tzu.
"The skilled general brings his enemy to the battlefield and is not brought by him."
