The game is Hanakage, by VividColor. Toujou Tatsumi is voiced by Toshiyuki Morikawa and Shuri is voiced by Hikaru Midorikawa.

I have listened to this so many times. He sounds so good... so god damn good. It's a shame Iori's voice actor (can't remember his name..Takashi...?) failed to deliver his normally high standards.
