Germany currently uses re-enforced cement ties on their tracks, while wood ties are still commonly used throughout the USA. In remote areas of the USA, many of those wood ties are indeed in very poor condition (old, rotting, splitting, etc). Cement ties are being installed on more commonly used tracks, but it will be a very long time before all tracks nationwide are modernized.

I have an idea that the construction quality of these rails is very poor. It doesen't really look like those in Germany, simply.
