take it this is de-restricted? how did you do it?

Hey Mate, may i say your videos are great! I have a piaggio Zip 50cc 2t and im planning on getting it de-restricted, I've been told its electronically restricted as well, how would i go about de-restricting it myself? Or would i need a mechanic to do this? thanks! :)
