Sure they do. They run the phone system and spy on every call. That doesn't mean they reached all the residents. I got a call before and was napping and didn't pick up.

In essence this dumbass is saying that they call terrorists to get out, but then killed nearly 1000 civilians. They probably did not have the phone numbers of Palestinian civilians.
