Yes, it is clearly saying what you thought it said. The whole music video is a subliminal message which lines up with the subliminal message you found in the lyrics. GaGa souled out a long time ago, her music and videos will continue to be an occult(hidden)message. Everything you need to know about her is right there in plain sight. Much love.
