(Starts at 6 minute mark). Annual report by the Rockland County Legislative Minority Leader that details the 2009 platform for action, along with current observations. Given the financial condition of Rockland County, this is a compelling piece that detailed action that, if taken, may have changed the downward course the County now finds itself in 2012. Legislator Day reminded those in attendance that during the February, 2008 Minority Report, he presented compelling information indicating a pending economic crisis, and then urged government to move quickly to minimize the impact. He said that "We lost the one thing we could not afford to lose; valuable time", urging the Legislature and the Executive branch to give more heed to his words here tonight. Given that the County deficit is now approaching $100 million and was about $10 million at the time of this presentation, his words were prophetic. Legislator Day called for the immediate implementation of zero based budgeting for the coming fiscal year, and cautioned that current actions are only "delaying a crisis". He detailed the impact of State mandates and fees costing families $4000 annually; withdrawing from the MTA; opposing a then proposed MTA mobility tax; multi-year budgeting and deficit reduction; and convening hearings on Summit Park;
