Obey evil government?

Are we to submit to the evil rulers of the land? According to almost all pastors and preachers today we are. They quote the apostle Paul in Romans 13:1-7 and 1Peter 2:13. Are they right, or do the pastors of today mis-apply what Paul was saying? I could go into more about this here, but this is all covered fairly well in these two articles:

According to Romans 13:1, God ordained the Constitution to be the supreme law of the land in America. However, it does not ordain the federal government to be her Caesar. On the contrary. It ordains "We The People" as her sovereignty. Therefore, God has ordained us as His civil magistrates, to be His ministers for good. And has given us His sword of justice. We elect representatives to do good. But when they do evil, it is our responsibility to recall them, and elect new ones who will do good !

Romans 13 commands obedience only to godly government. Our government is nothing but vile. We have no obligation other than to overthrow it.

I would stand up in the middle of service and call that man a FALSE TEACHER (The preacher speaking most of the video). I wouldn't care if I embarrass my self or my wife, no Christian should sit under someone claim Jesus submitted to Pilate because he was a government official, let alone that a Christian should sacrifice themselves instead of disobey a government which does evil things and is not working for the good of the people as Romans 13 mentions. Correct, but it did pay taxes. Jesus paid taxes to a system that He had authority over, but quite clearly said that He did not want to bring Peter or Himself into disrepute about the issue of paying tax...so who was Jesus the Christ honoring? Where does Paul serve sin? Christ preaches quite clearly that if no one who sins will enter the kingdom of heaven. Paul states the same thing and says do not allow those people who continue in a lifestyle of sin to remain in fellowship.
