The Garbage Pail Kids cartoon series from the 1980s was based on the characters from the Topps Garbage Pail Kids trading cards. The cartoon series never aired in the United States, but it was shown in various countries around the world. In April of 2006, all 13 of the cartoon episodes were released in a 2-DVD set.
The video provided is only a portion of the Chris Messin' August episode. It is probably one of the best segments from the cartoon series. Most of the other cartoons from the DVD set are so bad that they are almost unbearable to watch, but if you are interested in obtaining the DVD set you can easily get it from numerous retail and online stores.

OmegaX2000, I searched around a little bit for you, and I came across some descriptions of an anime cartoon called Monster Rancher... the main character of the cartoon is sucked into a video game.
