Intel, AMD, Etc have information about hardwire inside processor and inside architecture closed to manufacturer and displazing only x86/64 interface to user.
Sun Published freely all hardwire info/instructions for its Sparc processors as OpenSparc. Anzone can build processor if wanted and also can use Xilinx platform to dznamicallz Hardwire Cpu and execute OS and programs on it. It is mostly used for testing design changes of CPu in practice before production.

It is a FPGA board, it is not an ATX, an FPGA is a special chip that can be programmed by the user to be exactly whatever he wants it to behave as.
