Writer Baudelaire thought that nature makes sense only when the artist gives it attention. In his seventh incarnation as a cat Baudelaire is dependent on the mood of the forces of nature. Although it's possible that, on the contrary, it is Baudelaire's conscience that influences his surroundings.
