Yes. Free fall requires complete simultaneous structural failure. This is impossible from fires since all support would need to fail within a fraction of a second for more than 8 stories of the buildings collapse. Therefore zero resistance is impossible from fires due to uneven temperatures and would have caused a tilt or partial collapse. Not free fall straight down.
