The mental age of the average citizen is
9-14. That is to say intellectually they only grow to these levels with the largest falling off occuring at puberty. They simply cannot comprehend concepts like "constitution" or "unconstitutional". Their eyes LITERALLY glaze over if anyone speaks to them in words longer than 3 syllables. I'm serious about that; you can observe the phenomena for yourself once you know to look for it.
