Who in their right mind would believe there are not safeguards for these extremely dangerous substances? Baxter obviously did this on purpose to create a mass kill off. Apparently Baxter was successful in introducing a killer substance, from their facility in Ukraine, to the Ukraine populace. If at first you don't succeed, try,try, try again.
