Anyone can win at any given time, but Sagat is a better character than gouki. All the same Gouki does have very good moves. The fight was close because i never fought gouki alot b4, now is a different thing...

aiight den boss... if you look at some of the tournament vids you'll see seh even the best sagat players would lose to characters in the mid (or lower) tiers... nah fight out Sagat at all cause him powerful you frig but to me the tier list is just a way of saying the possibilities of one character beating another...

so if sagat can beat akuma 7-3 atleast akuma have a (does calculations) 43% of winning against sagat

wah mi a seh is dat even though Sagat is "god tier" dat don't mean seh him more likely to win...

even dhalsim who is mid tier can deal wid sagat a ways due to his zoning capabilities
