Maybe, but I'm more inclined to think that they'll hit Los Angeles, when they get a nuclear weapon. However, terrorists may decide to attack whatever target they can easily hit. While Washington D.C. is a target, the terrorists will likely assume it's too hard to get for sure, so they'll go elsewhere like LA or another large city. In the end, where terrorists attack next is anyone's guess.
