That is a nice nest. Looks like the German yellowjacket V. germanica. They are invasive to my country (United States) but native to your Ireland. It should be safe to remove now there would only be some new queens or old workers if any. If you want it in good shape use a saw or blade to scrape it off the rafters.

Got a company in to remove the neast the fear factor took over!! They told me that it was a wasps nest and that it was empty now due to time of year and chances are the wasps would not come back to my attic to build again. But may return and build within a half mile radius of this nest. Up to 10 queens were in this nests and thousands of wasps when active. Thank God no stings only to our dog.
Took photos of inside of nest and will post soon.
