Tupac is so smart. He is right about jail being business! Funny thing is, jails are chosen to be built in better income areas & that county has the inmates counted into the census. So, those counties receive more funds and assistance! Meanwhile, inmates are not counted in unemployment rates (bad for their own communities) and they have so many jbs they cannot practice (ex barber or EMT). Catch 22, eh.

@CorsletHD His mother was in jail while he was in her belly. He is saying that even before he was "born" he was already jail, in other words, I never had a choice for the life I lived. He says in the beginning, month after she got out prison, she gave birth to me.
Cultivated, as in my embryo developed in inside jail walls.
