@canobd2 1998,vortech 4.3 L 4X4 , the upper big hose that goes from the PVC to the valve covers is fine, the down smaller one is the one that is plugged off .

PCV valves are made of different materials it just depends on the manufacture.

Yes the PCV valve is something that should not be over looked and needs to be replaced from time to time.

i have one of the PVC's hoses plugged off with a screw, probably from a previous owner, i dunno if that small hose should be attached to something or just made to be open and i dunno why the previous owner is plugging it off with a screw in first place !! any idea, my car is Chevrolet s10 blazer . thanks.

The other hose goes to the HVAC system (heating, ventilation, and air conditioning) when used according to the vacuum diagram. Not all vehicles use this line.
