TRUTH and FACT:
2 strokes motorcycles, can still be registered by bribing the emissions test or registration fixers. The Government cannot totally eradicate 2 stroke from the streets because the vast majority of the voting population depends on these form of public transportation for their very means of livelihood.
SOLUTION:
1. Envirofit (Retrofitting with Fuel injection - funded and supported by ADB) (Too expensive - still high HC emissions)
2. LPG conversion (bulky mounting installation) funded/ subsidized by government (expensive - performance and wear and tear and safety and health issues...- still foreign petrol based - invisible CO emissions still questionable.)
3. Hydrogen on demand enhancement systems (retrofitting) Still unknown to many governments- except Canada. {No known disadvantage: proven to reduce emissions by as much as 50% or more! - Proven mileage gains by as much as 25% to 30% - or probably more under normal driving... Proven to boost power - at high throttle)

The trick is to bring it to the attention of the right govt. official who might know what the Kyoto Protocol is, and grease him with the idea that not only the extra funds left available to the general public from fuel savings will return to the local economies and thus safeguard the country from the global recession, but that he will get a pat on the back from HIS boss for figuring out a way to be ahead of the other countries who have also signed the Kyoto Protocol.
