The Eurofighter's hopes for export ride on Japan. If Japan accepts Eurofighter, it will get license production which means huge production lines. Japan has the hugest foreign fighter market in the world. Few countries will ask for OVER 200 aircraft. Japan could get up to 400 Eurofighters!

At the time the UAE bought the Block 60 F16 (1999), the Rafale was not even in production yet so they would have had to wait a few years to get a new fighter. SU35 can hardly get off the ground because Russia can hardly meet production agreements and their customer service is garbage. SU35 has been in the works since the late 1980s and has still never found a buyer and isn't even beyond the prototype stage yet.

If it's so antiquated and inferior how come they sell the world over? No one is buying Eurofighters except for Saudi Arabia as of now, meanwhile the F16 is still being sold and there is still considerable interest in it. By now the F16s that are made new by Lockheed can easily outperform a MiG-29 and be able to go to head to head with Flanker variants. Part of it is that F16s work well and do what people want them to do, be reliable multi role workhorses.

They can sell it to other countries but Lockheed and the country seeking to buy it would have to pay royalty fees to the United Arab Emirates as a result. Really there are only one new F16 variants on the drawing board now, the F16IN which if it wins India's MRCA competition (which I doubt) will be even more advanced then the UAE's F16s, and Israel's F16I Suufa is probably equally advanced, just lacking the engine of the Block 60 F16.

F-16 E Block 60 costs US$26.9 million .But UAE funded the entire $3 billion Block 60 development costs...USA can not sell Block 60 for any other countries or USA can not use it...That's why it costs a lot...

EF,Mig SU-35,Rafales are much better, so that's why they have to come up with a wholesale discount inferior aircraft idea.
