They did something very similar with the London 7/7 bombings, only they told the 'perpetrators' that they were part of an exercise. I know this because (1) The so called perpetrators behaved throughout as if they were going to be returning home. (2) the alleged perpetrators weren't homeless, one in particular was a respected member of the community.
