Family planning is not a bad thing, because you have your children when you are married or in a loving relationship. You can't tell me that these young girls are going to wait to get married to have sexual relationship, they are not. People have to change their ways, abstinance, or take birth control. You can't raise kids on food stamps, the Government is not going to pay for it. The parents have to take the responsibility, it's about being responsible.
