No need to go through all the hassle. NATIONAL SECURITY PRESIDENTIAL DIRECTIVE 51 (NSPD-51) and its contingency plans for continuity of government would be the most immediate way to bypass congress to an assured dictatorship.

It would be nice to know which 30 States still want to convene a CONCON.
This could easily overhaul our whole Country into just another 3rd world dictatorship.

There's nothing wrong with a convention as long as you pick honest constitutionalists as the delegates. The problem is that congress would pick socialists & communists. So before we can call a convention we need to flush the toilet and get rid of the turds that is our current congress. My suggestion is to find true constitutionalists to vote for in every election from town mayor, to governor, to president & everything in between.

Except Ohio, which of the remaining 17 States ( not having passed to amend budget balance ) have legal premises of passing such Joint resolutions for a call ?
I mean, which States could be possible Targets ?
