Could a 2nd country charge him and put out a warrant for him? Could a third? (1=U.S.A. 2=Iraq 3=other countries)

e.g. Syria or iran or sudan or another country or entity (person group town) charge him? Or even any part of the whole group, rumsfeld e.t.c.

Wont that force the Democrats to have to take a position? I.E. either they fight the order and say why (assuming its legally filed) or agree with it but have that person not travel to that country?
