These steps will be a danger in 5 years. You pretty much are walking up a support base of a 2X5. If he would have taken the time to cut rabbit grooves in it and slid the steps in then maybe it would hold for 25-30 years if properly treated and sealed. As it is, he's exposed a lot of end grain that was bought and paid for by using such wide wood and weakened it completely by cutting out notches. What a waste and misuse of material.

The stairs should always be one less tread than riseers. The last riser is at the finished floor height.
