Might be indirect beneficiaries of a representative's efforts on behalf of his district, but that's not what Anchia's saying. He's very clear in that he considers them to be "constituents" and he actively legislates and lobbies on their behalf. Which is very wrong.
There's a reason it's a federal offense for foreign nationals to vote in federal, state or local elections even if they're lawful permanent residents.

If this bill passes it will open the floodgates for crime in Texas, politicians in Austin who are for this bill live in a closed reality, their own reality. Instead of addressing fundamental issues, or considering the consequences this bill may have, they are only worried about politics, and being reelected; even if it is at the cost of oppressing others and allowing crime to increase in their state... It is a shame people in Austin are following the footsteps of Arizona...

Even more so, I am astounded that anyone who attended SMU and went on to obtain a JD would refer to "non-citizens" as his constituents. Either someone made a very poor choice of words and needs to review his OED, or the FBI needs to start taking an interest in elections in the 103rd.
Should have stuck around and attended Dedman since apparently Tulane doesn't offer constitutional law.
