Actually, the batch of powder used doesn't come from his hand at all. If you pay close attention, and know anything about Ninpo, the blinding powder is hidden at the bottom of the sword's scabbard.
They also used shards of metal from their most recent metal works in the powder so that when the eyes naturally close from pain and discomfort, the eyes are destroyed.

First one is an explosive I'm sure. The second is, like everyone is saying, blinding powder. (Obviously baby powder for demonstration)

It was a blinding powder. Egg shell with dirt, maybe some pepper, then sealed with wax. For the demonstration, they used baby powder.
