In chapter 74, Lao Zi severely criticized the tyrannical rulers, he demanded the elite ruling class to treat the mass more kindly. In this chapter Lao Zi turned his attention to the economic elite class who predatorily exploited people. Here he set out to reprimand them. Within "Daode-Jing" book, chapter 72, 74, 75 (this chapter), and chapter 77, Lao Zi exposed the ruling elites of their tyrannical practices and gave them stern warnings. Lao Zi considered liberal and accommodating government (simple form of governance) as much more superior to the iron-fist tyrannical government. Precisely, because when people no longer afraid of death and start to revolt for their survival, as such, the tyrannical ruling elites' remaining days will be few in numbers and be filled with misery.
Reading Lao Zi's writing makes me realize that human society have changed little for the last 2500 years.
