Don't rationalize 60's-era Star Trek. While I love the series, the single and only reason the creature doesn't bight him is because they couldn't pull it off with their makeup and special effects budget.

The creature is coldblooded. That's why he moves so slowly. As for why he doesn't bite Kirk, the lizard comes from a highly civilized society, where biting is considered the lowest form of aggression. Doing so would have lowered him to the level of an animal. Their teeth and jaws are essentially vestigial, and haven't been used as weapons for several thousand years.
