(Courtesy: Lee Reynolds) This clip, aimed at advertisers of the 1960s, promotes three established Washington DC kids' shows; "Three Stooges" with Bill Johnson; "Romper Room" with Miss Connie Bohlin; "Cap'n Tugg" with Lee Reynolds; and introduces a new program, "Countdown Carnival" with Bill Gormly. Each of the hosts of those shows plays an atypical role in this "Bosco Conference" skit. OMG! I watched Cap'n Tugg and Countdown Carnival religiously as a kid. I can't believe that any footage has survived.

Your guess was close. The opening color graphics (created by Lee Reynolds himself) were done on a Commodore 64. Neither those graphics nor the theme music were part of the original 1963 production.
