You've paid more than your share of the MARGINAL cost of usage (the variable cost portion), the maintenance. But you haven't covered the FIXED cost of usage -- it was shared among many other people, that's the whole point. Building those roads and bridges cost hundreds of millions of dollars, not a few thousand. It's a congestible public good, very different from a cup of coffee.

I paid about $2000 to the DMV on registrations, taxes, and fees on my equipment. I only put on 4000 miles with my light pickup truck and trailers. So as a small business owner, I did build the roads for everyone else in the sense I payed a disproportionately large tax burden for my usage. We didn't build the roads and bridges? Where do you think the governments budget comes from?

In the speech, Obama says that small business owners did not build infrastructure and government projects; he does not say that they did not build their own businesses. The context of the original speech makes that clear.
