Rome became decadent and immoral, and it fell.
The legislative body (the Roman Senate) was eventually consumed by the executive. The legislators slowly became advisors. The republic became an empire.
The average, decent Roman became disinterested in military service -- finally, Rome had to hire a mercenary army. That's how you know a country is basically doomed, when the common man doesn't care about the country anymore.

I'm very disappointed that the 111th Congress, the worst Congress in history, has defiled the public once again with their vote on S.4023, effectively (in the next few months) repealing 10 USC 3654, the public law that establishes the rational basis for restricting military service from active homosexuals.
Rome fell because it became obnoxious to the people. The government takings became so great that the high earners would rather live with the barbarians.
