It was definitely after 1991. The the broadcasting station "Radio Berlin Brandenburg" (= logo in the top left corner) startet service on 1 Jan. 1992. They changed the logo again after merging with SFB1 in 2003 to "RBB". That means this show was most likely produced between 1992 and 2002.
