@chupalia You can arrest ANY1 you see committing a "felony or breech of the peace," however, you need to understand what an "arrest" is, and how to properly file charges against ANY1, including a cop, when you see them break the law. You do NOT need to take a cop into custody because you see him commit a crime. That will likely get you shot, and the people sympathizing with the cop. But just because you can't cuff them does NOT mean you can't get them in trouble for breaking the law.
