Political influence isnt the only factor in becoming an empire.Hong Kong & many Asian cities were part of European empires during the1800's.These Spheres of Influence had little to no political intervention but the foreign countries controlled them economically/culturally in varying degrees.Empire think Emporer and/or Imperialsm.USA's govt is based heavily on philosophe Voltaire's .govt idea which plans little to nothing of citizens participation in govt & govt not 2 parties.That explains alot..

They don't do it directly, no, they just invade other countries and hand them over to American corporations in the form of no-bid contracts. The difference between America and Rome is that only a portion of America's ruling elite are in the government.
